Looks like:
$ gettext -V
gettext (GNU gettext-runtime) 0.19.8.1

and texinfo is at 6.4:
http://ports.su/print/texinfo

Installing that pkg brought in quite a bit of stuff so I may just
uninstall and not worry about the core dump.

There's always mandoc for manual pages:
http://mdocml.bsd.lv/
