Hi,

Thanks for testing the fix.

I tested it on Ubuntu 14.04 system, and ignrcas3 test was failure, but,
after install el_GR.iso88597 locale, it was success.

  # localedef -f iso88597 -i el_GR el_GR.iso88597

I added pre-check to your test, I seem that it works well.  However, the
description is not so elegant...
