Because 4.2.x was a stable release branch and 4.3.x was the trunk at
the time. This is also why the bug is described as fixed in the NEWS
file for 4.5.3 but not in the NEWS file for any 4.2.x release.
$ grep 19391 4.2.x/fixbug-4.2/findutils/NEWS 4.5/findutils/NEWS
4.5/findutils/NEWS:#19391: When xargs knows that the system's actual
exec limit is larger
Both the current stable release series (4.4.x) and the current
development release series (4.5.x) also include that change.
