cp -r date timestamp wrong

Hi,
I am using Red hat 7.0.
If I do cp -rf [dirA] [PATH B]
PATH B contains dirA earlier.
I find that for some directories though the files n directories r copied
, the date does not change.
Can you tell me the reason for this
