Yes!  There is a configuration for doing that and I enabled it for bug-ed.

Under the Mailman content filtering page empty all of the four form
boxes of their previous patterns, filter_content=Yes,
collapse_alternatives=Yes, convert_html_to_plaintext=Yes,
filter_action=Preserve.  This seems to do the right thing with
multipart alternative messages keeping the plain text part and
discarding the html text part, and if someone posts only an html
text message then it converts it to plain text.
