[Bug-dejagnu] can not self-test before installing

Version: 1.4.4.

After `make' and without installing `make check' fails with the
following messages

Running /home/gin/share/src/dejagnu-1.4.4/testsuite/runtest.all/options.exp ...
ERROR: Can't find runtest

the last line repeated many times.  This violates <(standards)
Standard Targets> wrt `check':

> The user must build the program before running the tests, but need
> not install the program; you should write the self-tests so that
> they work when the program is built but not installed.
