Sorry to take so long to get back to you on this.
The files in CVS/ should be treated as "black boxes." Unless you are
hacking the CVS source code, don't worry about what's in them, and
pretend the directory doesn't even exist.
Are you observing a problem with CVS's behaviour that can be described
without referring to the CVS/* files?
