Looking to sponsor a specific cvs change

(Hopefully this type of post is welcome, if not, just let me know)

There's specific set of changes that my company would like to
see take place in cvs (see the thread "Proposed branch tag performance
patch for feature and stable releases" at
http://lists.nongnu.org/archive/html/bug-cvs/2006-05/threads.html).
I've been planning to do it myself, but I've just been swamped, and I
don't see being able to work on this myself before next year.

So, I talked to my manager and we'd like to see if there's
anyone interested in taking on this work. We'd prefer that a candidate
have past experience contributing changes to the cvs project. Ideally
one of the current cvs maintainers would be interested, assuming any of
them are willing to do contract work.

The success of the project would be defined as completing the
code changes, adding tests to the test harness, and creating patches
which are accepted into both the stable and feature releases of cvs.
We'd want a good faith estimate of how the duration of project, hourly
rate. There would be a cap on the hours, and an expectation that the
project would be successful.
