As I recall, it's for some older hosts where <inttypes.h> does not
include <stdint.h>.  Sorry, I don't recall the details.

Autoconf arranges that, if the two files both exist but cannot be
included together, then HAVE_INTTYPES_H && ! HAVE_STDINT_H.
