Uncheck the "Prune empty directories" checkbox. It's in the "Globals"
tab of the checkout dialog using my 2.mumble version of WinCVS.

P.S. This is the correct forum for CVS command line questions, but not
for WinCVS questions. I suggest you check wincvs.org for a better one.
