First off, it's possible that you are logging in to one CVSROOT and
attempting operations in a CVS workspace checked out from a different
CVSROOT.
Second, if that's no help, you should probably try one of the mailing
lists listed at <http://wincvs.org>. <bug-cvs@gnu.org> is the mailing
list for bug reports about the command line version of CVS.
