Using Mozilla, I get 

/tmp/bj737vo0.tar could not be saved, because the source file coule not be read
Try again later, or contact the server administrator.

then after clicking '[ok]' I am told about a 'cvs-1.11.17.tar.gz.sig.tar'
file that was not saved. I am not sure why Mozilla has this problem.

Using MozillaFirebird, I have no problems downloading the URL:
https://ccvs.cvshome.org/files/documents/19/193/cvs-1.11.17.tar.gz.sig

Likewise with 'wget' and 'w3m' have no problems.

Note that you can get the MD5 and SHA1 values from the URL

  https://ccvs.cvshome.org/files/documents/19/209/Checksums.asc

that file is also signed and may be easier to verify.
