Following up on this, here's what I've tried:

I've set up PuTTY to act as a tunnel. I have the source already checked out
(I had checked it out a while ago using anonymous pserver access).

Here's the result of what I've tried (putty is in the path):

E:\cvs\remote_repositories\ccvs>set cvs_rsh=putty -load "cvshome SSH"

E:\cvs\remote_repositories\ccvs>cvs -d :ext:address@hidden:/cvs
st .cvsignore
cvs [status aborted]: cannot start server via rsh: No such file or directory

E:\cvs\remote_repositories\ccvs>set cvs_rsh=

E:\cvs\remote_repositories\ccvs>cvs -d :ext:address@hidden:/cvs
st .cvsignore
> cvs.cvshome.org:Connection timed out
rsh: can't establish connection
cvs [status aborted]: end of file from server (consult above messages if
any)

E:\cvs\remote_repositories\ccvs>putty -load "cvshome SSH"

E:\cvs\remote_repositories\ccvs>cvs -d :ext:address@hidden:/cvs
st .cvsignore
> cvs.cvshome.org:Connection timed out
rsh: can't establish connection
cvs [status aborted]: end of file from server (consult above messages if
any)

When cvs_rsh is not set, cvs is trying to launch the Windows rsh.exe program
(I know this because my personal firewall notifies my).

When I manually load putty, it prompts for the user name and password. It
then says "Tunnel established. Type ctrl-c to quit."

What am I missing?

Recap: O/S: Windows XP; GNU CVS client: 1.11.9 (yes, I know it's old)
