I'm not really sure how I feel about leaving them in since they will
not be maintained using the current or our new process and could
easily get out of sync.  This makes me think they are unimportant and
should be left out with a comment to consult the comments in the root
config.h.in if necessary.  Of course, as they are all present and
exact as mkconfig.pl generated them, so it might be simply convenient
to leave them in...

Hrm.  It sounds kinda incestual, but we could make it part of the
permanent build process that if the generated config.h.tmp and
config.h.in.in differ and no warnings were generated, then copy
config.h.tmp over config.h.in.in as well as config.h.in.  Setting the
build dependencies properly may be a little tricky, but that should
keep the comments in config.h.in.in safely up to date for convenience.

config.h.in.footer should retain comments, of course.
