It used to be much simpler.

Possibly because of legacy - way back in the days of MS-DOS, there was no
real agreement on whether the environment variable should be TEMP or TMP. As
a result, applications had to check both variables to find the temp
directory.

Nowadays, the standard on Windows XP is to use provide variables. They
default to the same value, but it is possible to modify them so they have
different values.
