Well, sometimes disk space is limited - and it can take a long time to
get more if you have a ton of paperwork to do. I'm also thinking of some
systems I've seen which have lots and lots of files with lots and lots and
lots! of changes - when a library gets to be 15 years old and folks have
been fooling with it continually, it just feels good to be able to prune it down.

compare that with the hourly wage of an underpaid hacker and you hope
parsing the RCS file format is an easy task...
