Well, I agree, but it would require more work, I think.

If we ever consider additions to preseve not just permissions on the
file, but access control lists (ACLs) that are used in some filesystem
security models it could provide a better structured container for such
a feature.

Considering the current state of the preserve-permissions code and its history, I'll believe it when I see it.
