configure problem

i'm having a problem configuring cvs on a particular cray architecture.
cvs-1.11 configured and installed just fine,
but cvs-1.11.3 and cvs-1.11.5 fails at the

checking how to run the C preprocessor... /lib/cpp
configure: error: C preprocessor "/lib/cpp" fails sanity check

i've looked at that section of the code, and i can't figure out what
the heck it's trying to do.

on this machine, cpp is in /opt/PE/bin/cpp, which is in my path.

here is the config.log
