You probably want to use the cvs-1.11.1p1 source from here:
http://ftp.cvshome.org/cvs-1.11.1/ (cvs-1.11.1p1.tar.gz).

It's more recent and many bugs have been fixed since 1.11.  The README and
INSTALL files in the top level of the source distribution have instructions on
how to build and install the source.

If you want to use CVS to get the most recent development version of the
source, there are instructions here:

    http://ccvs.cvshome.org/servlets/ProjectSource
