Regarding Wincvs

Hi ,
  I am encountering a problem , when i am accessing working directory of cvs server ( which is present on red hat linux 6.1) through

wincvs 1.3 ( client ) (which is present on windows 2000 server).
The message displyed on output window is
        cvs.exe [init aborted]: connect to 172.21.26.66:2401 failed: Connection refused
this takes lot of time to get connected to linux machine and then this message appears.

Also i downloaded the tcl and tk for wincvs to run, but when i start wincvs then on output window message like
       
        TCL is *not* available, shell is disabled

though i installed the tcl and tk over there.I also entered in the classpath the location of tcl & tk & wincvs folder.
Is there are any other setting i have to do ?

please guide me
