I don't know about that, but it's not too much trouble to put up a
downloadable archive of the html manual.  For now you can find it at:

    http://alumni.engin.umich.edu/~oberon/cvs1-11.html.tar.bz2

or

    http://alumni.engin.umich.edu/~oberon/cvs1-11.html.tgz
