This is indeed due to an Ubuntu kernel patch that is present since
10.10.  The rationale is given in
https://wiki.ubuntu.com/SecurityTeam/Roadmap/KernelHardening#Hardlink%20Protection.
I'm taking the liberty to close the bug.
