Cygwin bugs are known. I maintain the cygwin port of coreutils, and there
are several patches necessary there that I have not spent time porting
back upstream. And your particular build setup looks like you are running
into environment problems. Errors such as:
> gcc -std=gnu99 -I. -g -O2 -c -o set-mode-acl.o set-mode-acl.c

are not bugs in coreutils, but an indication that something on your
Windows machine is interfering with proper fork() emulation. But cygwin
issues may be better discussed on the cygwin list.
