Checking cygwin packages is as simple as:

cygcheck -c tzcode

If you don't have 2007h-1, you should probably upgrade.  Furthermore, this
is unlikely to be a bug in coreutils; if the problem persists after
upgrading, then the bug lies in the timezone database or in your
environment selecting which portion of the database to use.
