FYI: big change in testing framework

I've just pushed a large change to coreutils' testing framework.
Over 30 change sets:

Think of it as a good first cut.  There's still more to do.

One notable change: it introduces a (one-line) dependency on GNU Make,
but that is trivial to make configurable, by making the "include"
in tests/check.mk conditional.
