Historically (and I go back to the days of actual line printers),
LF and FF were analogues: one moved the paper up one line, the other
moved it up 66 lines (or however long might be the loop of paper tape
that controlled paper motion).

So I'd say it's right to remove the final LF and substitute FF for it,
rather than adding FF to LF.
