Found One doubt in rmdir cmd

Hi,
address@hidden home]# rmdir test
rmdir: `test': Directory not empty

In above its saying Directory not empty to delete the folder test ok .But My
question is if supposse the owener of the directory
and one who wants to delete the directory , in this case we can delete the
directory with out asking - rmdir: `test': Directory not empty.
May i Know Whats the reson .
