They're volunteers and they're often busy doing other things.  Since
the maintainers don't speak Spanish we have no idea about what the
right thing to do is in this area, so we delegate it to the Spanish
translation team.  If they're short-handed and you have time to
actively participate perhaps you could volunteer to join the
translation project.  You should be able to write address@hidden to
do that.
