Thanks for the report.
However, coreutils-5.2.1 is rather old.
I think you'll find that if you use coreutils-5.93,
this test will no longer fail.

FWIW, that particular test failure is probably
not due to a problem with touch, but rather
may be due to the fact that the user running the
tests has write access to `/' or is the owner.
