Thanks for the report.

The latest stable coreutils version is 5.92, with an update to 5.93
planned in the very near future.  However, you should also be aware that
stock coreutils tr does not attempt to do anything special with UTF and
other multibyte encodings in various locales; most of these features come
from downstream patches added by distributors.  Which distribution are you
using?  Perhaps it is a bug in a patch used by your distribution, in which
case you should report it there.
