Yes.  Spam controls.  So depending upon several different factors your
message may need to get approved manually.  But if you are a frequent
poster then your address gets put into a whitelist.  But frequent
posters get forged mail more frequently too.  And I have noticed the
mailing list server itself have delays at times too.  The mailing list
server has basic filtering.  But we humans still delete on the mailman
web interface at least ten spam messages for every real message that
comes through.
