I think it could, if only "GMT" and/or "UTC" is used.

However, we'd need to know how to interpret the sign; does "GMT+07:00"
mean 7 hours ahead of UTC (e.g., Vietnam) or 7 hours behind (e.g.,
Arizona)?  Is the format documented anywhere?
