I'd guess that this is a problem with the file that stores the names
of the users that are logged in (/var/run/utmp on my Debian GNU/Linux
box, perhaps somewhere else on Red Hat). If so, it suggests a problem
with ssh or some other program like that, not with 'who' itself. You
can test this theory by inspecting the file in question.
