This behavior is useful when I wanted to continue later and to use
rsync to pick up from where I left off.  Although in actually I
probably should have used rsync in the first case if this is the
case.  It is just a way to recover and to keep going.

Have you looked at rsync?  It has all of the features that you are
currently requesting for cp.

I highly recommend looking into using 'rsync'.
