Common C++ 1.6.4 and 1.7.0

I am going to try and release Common C++ 1.6.4 and 1.7.0 today and/or
tomorrow.  1.6.4 has a few small patches and should be production stable
for current gnucomm development such as GNU Bayonne.  1.7.0 uses the
entirely new combined source tree Frediano had spent a lot of time working
on and has a substancial number of changes in class organization.  These
changes will be finalized for a 2.0 release later in the year.

At some point soon most of the remaining GNUCOMM common API packages will
be updated for the new Common C++, including ccScript and ccRTP.  Most of
the changes in these packages will likely involve similar use of macros in
the headers so that these can also be cleanly built under both win32 and
posix systems.  When this work is complete, these new packages, and Common
C++ 1.7.0 (or by then 2.0) will become the base set of packages for
ongoing GNUCOMM work.
