Details:

Ælfred2 needs to be extended to support XInclude -
http://www.w3.org/TR/xinclude/

Ideally this should be implemented as a SAX filter that can just be plugged
into an existing SAX processing pipeline.

Various parts of JAXP need to be configured for this support, e.g.
SAXParserFactory.isXIncludeAware, and XInclude support needs to be present in
the XSL document() function.
