Proposed patch

My only concern here is wiping out a "performance" fix.  I put performance in
double-quotes here because on most modern operating systems, the default
platform encoding is UTF-8 anyway, and thus it would have had no effect (the
exception to this trend is Windows, which still appears to be afraid of UTF-8.)
