cfagent: "Signalling process" when it doesn't

In my cfagent config, I have the following stanza:

processes:
        "cron" matches=<10 action=bymatch signal=kill restart "/etc/init.d/cron"

The intention is to kill the cron daemon if more than ten of them
exist, and then re-start it.

However, even if there are fewer than ten, I get syslog messages of
the form:

cfengine:wompom: Signalling process 948 (cron) with SIGKILL

It doesn't kill cron, so I don't think it should say it is doing so.
