Should we wrap calls to GatherLoadData() in src/cfenvd.c based on
whether or not HAVE_GETLOADAVG is available? getloadavg() is available
on Solaris 7+ and Linux. HP-UX, Tru64 UNIX, IRIX, AIX, and Solaris
2.6- don't have it so compilation fails. Anyway, it doesn't look like
GatherLoadData is called anywhere.
