Cannot reproduce.

    $ echo $BASH_VERSION
    4.2.45(2)-release
    $ read -n1 </dev/null
    $ echo $?
    1
    $ read -N1 </dev/null
    $ echo $?
    1

Cannot reproduce.

    $ printf 01 | read -n3
    $ echo $?
    1
