The use of /etc/bash.bashrc (the name is actually arbitrary) is a
configuration option that's disabled by default. Look at the SYS_BASHRC
define in config-top.h. SUSE probably enabled it.
It's not a standard part of the build, so it's not in the man page.
Putting a mention of it in would cause more problems that it would solve.
