yes, emacs in textmode actually disables "stty stop".

AFAIK it is so virtually everywhere (on unix).

That needs (several) ioctl()s, before and after each command.
And others might prefer to keep different functions separately anyway.
So it's at most an option.

And what about bg jobs, being still connected to stdout/stderr?
