/usr/local/bin probably isn't in your $PATH. Since . also isn't in
your $PATH, it doesn't matter thatyou happen to be in that directory.
$ PATH="$PATH:/usr/local/bin"
$ bash
should work, if in fact bash is in /usr/local/bin.

This sort of command works only for scripts. bash isn't a script.
