1.9.5b testsuite failures on cygwin

Results of automake-1.9.5b on cygwin:

$ autoconf --version | head -n 1
autoconf (GNU Autoconf) 2.59
$ bash --version
GNU bash, version 3.00.16(3)-release (i686-pc-cygwin)
Copyright (C) 2004 Free Software Foundation, Inc.

/bin/sh is ash (although cygwin will soon default to having /bin/sh be bash!)

Verbose log of the failed tests is attached.

tar.test: no idea what is going wrong here, although the permission
denied error often implies a file is locked by another process (such as
one process unable to delete a file while another is reading it)

txinfo3.test, txinfo13.test, txinfo16.test, txinfo18.test, txinfo22.test,
txinfo23.test, txinfo24.test, txinfo25.test, txinfo28.test, version7.test:
these all appear to be related, and seem like I might have a broken
texi2dvi installation.  I'll have to investigate my setup further...
