Sigh.  The "encoding" of the output buffer is completely irrelevant.
It determines how Emacs would _save_ the buffer, and the output buffer
is not intended for saving, anyway.  And if you want to save the
output buffer, using the default coding system for the operating
system does not sound like the worst idea.

The question is whether the _characters_ appearing in the buffer are
what you would have expected.

_All_ buffers of Emacs have the same, Emacs-internal encoding.  What
you see in the mode line is just relevant for saving the buffer, but
not for any of Emacs' internal operation.
