If you plan on compiling GNU APL in Cygwin, I recommend you get SVN and download the latest GNU APL SVN from:

http://svn.savannah.gnu.org/svn/apl/trunk

So, as described on the home page, do:

svn co http://svn.savannah.gnu.org/svn/apl/trunk

I had trouble compiling the version in apl-1.5.tar.gz.
