In BE 3.1.42, the horizontal resizing works to a certain degree now:
The problem is the vertical seperation bar between the tool area and the
other three areas:
If you try to move the two program-side-bars, the tool-area-separation-bar
does not move. And at a certain point, the program bars cannot be moved any
more(the cursor still moves using e.g. with the title-bar-menu 'resize' but
the program-side-bars do not follow). What you have to do, is to move the
tool-area-separation-bar first, and then you can move the program-side-bars.
It works correctly, when moving the tool-area-separation-bar: the
program-side-bars follow this moving, when the tool area becomes too small.
But the opposite does not work: moving the program-side-bars does not move the
tool-area-separation-bar, the tool-area-separation-bar 'blocks' the movement
of the program-side-bars.
