There are a lot of usual? way.
Try Ctrl-X [return] f and choose with [tab] or type latin-1
in the command-line.
If the output isn't right try the Ctrl-X [return] t latin-1.
If you have a utf-8 term you replace latin-1 (or latin-15) by utf-8
If your input keyboard aren't right, it's Ctrl-X [return] k.
Then when you find what is right type : Ctrl-h k [the keys you want]
emacs display the function you may add in the .emacs file.
Type also
[Ctrl-h] i for the info mode (if there is the info database on your pc)
search emacs (not CL for commom lisp) and select it by return,
go to the index function at the end of this page, and in the index
select set-terminal-coding-system.
