Yes. Actually I'm arguing that an Axiom user who just launches axiom
for calculator-type computations, or an Axiom user who develops a
hyper-Groebner basis library for this purpose or colleagues are on the
same footing from my perspective.  However they become Axiom
developer the day they starting modifying Axiom sources.

You're probably right.

I need to get this Autoconf stuff move on.

Did you test build-improvements branch recently?
