The claim was that:

 #  The other things are probably taken to be some (fixed) version (not
 #  documented which one) of noweb.sty.nw.


Now, if you base axiom.sty on some "fixed" version -- noweb-2.10a.tgz --
and the build does not use the noweb version from Axiom and the
suggestion was to say (see Ralf's message)

   \usepackage{noweb}

my question is then why is it excepted that all of that works at all?
